``Perfect murder`` author hunted after two deaths

A Russian émigré is being hunted in New York after two of his girlfriends died in almost identical circumstances to those he described in a collection of murder stories. Eugene Perchikov collected £500,000 life insurance after the death of a mistress in Brooklyn in 2002 but two other insurance companies refused to pay a similar amount following the death of the second woman in Manhattan two years later.

Relatives of Larysa Vasserman, 48, and Tatiana Korkhova, 54, both Russian immigrants, filed lawsuits claiming that Mr Perchikov killed them. The suits were dismissed last week but the Manhattan district attorney is still investigating possible fraud.

In both cases, the coroner could not determine the cause of death. The lawsuits claim that Mr Perchikov persuaded both women to take out hefty life insurance policies using fraudulent information and naming him as beneficiary.

In a further twist, the dead women's families claim Mr Perchikov wrote a series of sinister short stories in which he described attempts to carry out the "perfect murder".

New York taxi drivers overcharging passengers

The drivers were found to have been setting their meters at double rate and at least 1.8 million rides were wrongly charged.

Within New York city limits taxi meters are supposed to run at half the amount they do in the suburbs. To operate the scam drivers simply switched to the higher rate while they were still in the city and passengers failed to notice.

New York has 48,300 licensed taxi drivers and 35,558 were found to have overcharged at least once.

Around 3,000 drivers were found to have doubled the meter rate more than 100 times.

The scam was uncovered following a complaint from a passenger. New York’s Taxi and Limousine Commission then examined data from GPS tracking devices that have been required in the city’s yellow cabs since 2007.

Scammed passengers were found to have overpaid by an average of $4.45 (£2.93) per trip.

Michael Bloomberg, the Mayor of New Yorl, said that the practice would be stopped and some of the drivers "could face serious charges." Bhairavi Desai, of the New York Taxi Workers Alliance, said the problem might be with the meters rather than deliberately dishonest drivers.

She said: "There should be a thorough investigation before judgment is cast on an entire work force."
